As in so many other instances, Gov Youngkin seems to live in his own fairytale bubble.   Has anyone sat him down and explained the difference between state law and executive order?  He does not have the power to withdraw from RGGI.  He is trying to move Virginia backwards and seems to have no clue.  Please send this man back to a class for basic Virginia & US Government 101.
