The RRGI has been used successfully by a number of NE states to reduce GHGs for a number of years, and to use the proceeds to invest in local adaption projects.  VA finally managed to join the group and used its share of the money to help people to adapt to regular flooding that occurs in Norfolk.  Why stop a perfectly good system which is helping local Virginia residents combat the effects of Climate Change.  Yes Climate Change Mr. Governor is really happening, even if you don’t believe it.
