RGGI is a vital step to reducing greenhouse gas emissions.  Virginia should be looking for more ways to fight climate change not considering exiting those that it has already embraced.  The minor cost of this and similar efforts is trivial compared to the costs of rising seas caused by unchecked climate change.    Efforts to combat climate change are needed now and RGGI is one that has already proven effective.
