The policy of not paying for enrollment and limiting the number of absences a child can have has resulted in children being brought to the center sick, more prolonged outbreaks of illness in the center, financial hardship for the parents who cannot pay more and end up in court proceedings to collect payment as well as a financial hardship for the centers themselves who already agree to reduced fees and now cannot count on full payment.
DSS should follow standard payment practices and pay for a child's enrollment.
