To restrict the most law abiding citizens from protecting themselves in state buildings is absurd and the use of an "emergency" executive order is unconscionable.  What emergency??  Statistics show that Concealed Permit holders commit crimes at a rate far lower than Police Officers.  I should know, I patrolled a beat for 11 years. This has nothing to do with safety, but uses your power to push a polictical agenda.
