If the Governor insists on enacting this unConstitutional and illegal regulation, he must partake of it equally with the rest of us. This regulation must apply to him, his family, his staff, and his bodyguards as well.  This rule will make all of us less safe whenever doing business with our government, and the Governor must not be allowed to exempt himself from the counter-productive results of his misguided rule making.
