Proposed rule banning open and concealed carry in various locations abridges common right to carry!
 

The proposed rule should not be enacted because the Executive Branch does not have the authority to abridge the common rights to open and conceal carry throughout the Commonwealth.  See applicable Va. AG Opinions on this topic and previous executive action repealing state agency gun carry bans around the commonwealth pursuant to these AG opinions.  As these AG opinions have been in place for many years without being disturbed by legislative action, the AG opinions constitute controlling law and bar state agency action to to abridge the common rights to open and conceal carry throughout the Commonwealth, including places where this rule would ban lawful gun carry.
