Your proposed regulation does not "solve" a problem
 

The authority to issue regulations must be bound in law. Furthermore, regulations are issued to solve particular problems. In the case of this proposed regulation, neither condition has been met. Before you proceed, hold a public hearing and articulate the scope of the problem; i.e. how many shootings by law abiding carriers have occurrred in state facilities, what has been the cost, what is the cost to implement this rule?

Bear in mind that citizens in my state who are qualified to carry a concealed weapon represent some of the most trustworthy individuals around. We have already been provoven and vetted to have no felony record, not use illegal drugs, have not been convicted of a domestic .... and a long list of other positive attributes. How much do you know about the other people wandering the halls of state facilities?

Your proposed reggulation is not well thought out.
