Almost every "mass" shooting in this and other countries have taken place in so-called "gun-free" zones or in cities and countries with significant restrictions on the right to keep and bear arms. Criminals and mad men attack these places knowing that it is highly unlikely they will encounter any resistance, armed or otherwise. Law enforcement officers across the country, including those who favor these burdensome restrictions acknowledge that in some instances a victim's best option is to fight back because it is unlikely that law enforcement can respond to an incident in time to prevent a loss of life in these attacks. The Governor now proposes to make executive branch agencies and offices ripe targets for these lunatics, buy imposing a ban on the lawful carrying of firearms based purely on a speculative theory that doing so will somehow make us all safe. History has shown that disarming law abiding gun owners from carrying their firearms wherever they go does nothing to deter criminals and lunatics intent on doing the public harm. We have had no shootings in state agencies and this prohibition on those with a concealed handgun permit, some of whom have active and ongoing threats to their lives, is entirely without any justification and needlessly and recklessly endangers innocent lives.
This regulation should not be approved and the emergency regulation withdrawn.
