To be frank, I am bewildered by the mistaken notion that disarming law-abiding citizens will somehow curtail crime. Disarming good citizens (who are the only ones likely to obey the prohibition) does not make them safer.

Persons with criminal intent will simply ignore such laws/regulations, and murder defenseless citizens. The regulation will facilitate criminal behavior, by ensuring that intended victims will be unable to protect themselves.

This proposed regulation will have the opposite of the intended affect by playing into the hands of terrorists, violent criminals, and the criminally insane.  We have had no shootings in state agencies and this prohibition on those with a concealed handgun permit, some of whom have active and ongoing threats to their lives, is entirely without any justification and needlessly and recklessly endangers innocent lives.

This proposed regulation endangers the lives of state employees, law-abiding citizens, and the innocent by ensuring that the only persons carrying firearms in state buildings will be criminals, and the criminally insane, who have no regard for the law.

This regulation is akin to punishing the victim, by removing any chance for self-defense, while it will not disarm any criminal, they they (by their very nature) break the law.  There are already laws against the misuse of firearms, laws against, murder, rape, terrorism, abuse, etc. But these laws in and of themselves do not prevent crime; rather, they provide an ex post facto  legal justification for punishing offenders.

This regulations should not be approved and the emergency regulation withdrawn. 

Importantly the Governor has no authority for this regulation.  If the General Assembly wanted the Governor to have such power, they would have granted it to him explicitly, as is required constitutionally.
