This proposed regulation will not have the intended effect and will play into the hands of terrorists, violent criminals, and the mentally ill.  There have been no shootings in our state agencies, partly due to our freedom to carry, and this prohibition against lawfully carrying (some of whom have active and ongoing threats) is entirely without justification and needlessly and recklessly endangers innocent lives.

Disarming good citizens (the only ones likely to obey this prohibition) does not make them safer. This is the only means by which the average citizen can defend themselves, since they're unable to afford security details (like our Governor). 

Most importantly, the Governor has no authority to execute this regulation.  If the General Assembly wanted the Governor to have such power, they would have granted it to him explicitly, as is required in the Virginia Constitution.  Since our Governor is a transplant, perhaps he's unaware of this provision. Somehow I doubt it. 

This proposed regulation is a "solution in search of a problem."  It endangers state employees, law abiding citizens, and other innocent people by making state buildings a "safe space" for terrorists, criminals, and the mentally unstable to terrorize without concern for response in kind from a potential victim.  

Anyone who's lost someone unable to defend themselves who believes in our right to self-defense would find this regulation to be illogical and unconstitutional. 

This regulation should be resoundingly rejected and the emergency regulation withdrawn.
