Virginia's participation in RGGI has already benefited the state -- over 50% of the money collected from electric power generators is used for energy efficiency programs for low income Virginians and about 45% goes for community flood prevention and coastal resilience. The small increase in utility bills offers big benefits to many -- including helping to shift electricity production away from carbon-intensive fossil fuels towards cleaner solutions. We have no time to delay on climate change. Lastly, the Air Pollution Control Board has no authority over RGGI -- if it is to be removed it needs to go through the same General Assembly process as occurred in 2020.
