As we swelter through this long, hot summer and watch our oceans turn into hot tubs, damaging its occupants, we need to take every step possible to curtail noxious environmnetal emissions. RGGI may not be a perfect solution, but for now, it is helping. 

I urge you not to take this putatively illegal action, not to pull Virginia out of RGGI until it is matched or surpassed with other, scientifically supported methods to protect our environment.
