OUR charitable gaming funds

The requirement to give 40% of electronic charitable gaming funds to charity is ludicrous. The requirement as to how we can and cannot spend OUR charitable gaming funds is equally ludicrous. How is it Constitutionally possible for the Virginia State Government to dictate how we can and cannot use OUR charitable gaming funds? After we give the required percentage to charity, what concern is it of the Virginia State Government regarding how we spend OUR charitable gaming funds? This new charitable gaming law is ridiculous and needs rewritten.
