Many charitable organizations, such as our Moose Lodge, are small, with fewer than 250 members.  Many, like ours, are dedicated to helping others.  Members of the Moose work diligently to support programs that directly aid young and old alike.  We contribute money and effort to improve circumstances for those in our communities who are in need. Our lodge depends greatly on the revenue gained from legal gaming to support our goals.  Being a small lodge, our sources of income are limited.  As the saying goes, "it costs money to make money" and part of our revenue from gaming goes to salaries for our work staff in the kitchen and in the social quarters.  Without being able to use these monies to pay them, our ability to fulfill our stated purpose, to support our community, we would be greatly, negatively impacted.  We tried using only volunteers to work the kitchen and provide services in our social quarters.  It proved to be untenable, but now with paid employees, paid through the use of revenue from gaming, our lodge is open ever day, with food and drink always available.  Our financial ability to support our scholarship program, as well as our ability to aid local food banks, families in need and the organization's national charitable programs has greatly enhanced.  We request that the use of proceeds portion of the proposed legislation for electronic gaming be no more than 30% .  The proposed regulations would  also prohibit using these proceeds for payroll.  That would force us to use funds used for other purposes, such as utility bills and the like to keep our lodge running and functioning.  It could, very easily, bring about our closure as a Lodge, eliminating our ability to help those in need.
