In order to provide quality education, we need to have quality standards. To have only two categories, Program Lead & Aide, leaves little incentive for programs to generate a path for progress. While a program lead has almost two pages of qualification options, the only item required of an aide is to be 16. 

Lack of a dedicated "Assistant Teacher" description also becomes problematic when it comes to staffing rooms during the first and last hour of the day. Regulations state a Program Lead does not need to be present, but someone at least 18 years of age needs to be in the group, therefore not  being able to utilize a "qualified" aide during opening or closing.
