The RGGI is a bad deal for everyone concerned, particularly Virginia taxpayers. The science behind it is flawed and the only useless outcome is higher energy bills for Dominion customers. It won’t work and Virginians should not be responsible for supporting non-participating states. Whatever it takes, Virginia  needs to be out of this initiative now. I fully support Gov Youngkins efforts to do so.
