As a Virginia electric ratepayer I insist that the commonwealth withdraws from the RGGI.  Like most rural residents I depend heavily on electricity for heating and cooling my home as well as powering my well and septic system. This year I have paid an average of $200 more per month despite using about 1000 KWh less each month due to the mild winter temperatures. In a more typical winter we would have had even higher bills. This is in addition to high gas prices and outrageously high grocery bills. The burden of higher electric rates is being borne by those who can least afford it.
