In 2023 in the lower Chesapeake Bay, osprey nests only produced 0.13 young per nest, far below the 1.15 young per nest that is needed for a sustainable population. This is worse than what was observed during the period when DDT was legal. Menhaden overfishing is the cause of this decline. It is crucial that fishing limits, as outlined in the petition, be put on menhaden so as to provide enough nourishment for the osprey population and other wildlife. The Chesapeake Bay cannot function properly if a keystone such as menhaden is overfished.
