In my opinion:  This needs a lot of adjustment and work to become realistic minimum requirements.  Some of these passages remind me of an IRS full AUDIT.

Much of this iinvasion by other than sworn state law enforcement with a records request for individual service information would appear to be a witch-hunt for anything to penalize a company. 

I suspect any inspections as stated would also reveal any contract rates and contracted companies the service may have.

This also needs to be placed on hold for b etter minimum requirements.
