If BTRO is going to control all wreckers in the Commonwealth then no exemption as to registering should occur.  Government tow trucks should be registered also--no fee,  but the decal with control number should be affixed.

Whenever any controlling law or code is allowed to have exemptions, then an enforcement loophole occurs and prevents full identity and control.  Just look at the license plate problems.
