This is in direct violation of the Americans With Disabilities Act which does not permit programs to be more complex and "beyond the competency" of the participants as well as adding "barriers to care."  (so according to ADA DMAS shouldn't be creating a system that will disqualify the majority of being able to utilize it )  EVV is discrimination ...
