A caregiver's first priority is to care for the person not tend to a clock
 

A caregiver's first priority is to care for the person not tend to a clock.  If the caregiver is up with the person at night, or they have a seizure, a runny bowel movement, a behavior crisis, or a multitude of other needs and emergencies, caregivers do no have the time or proclivity to grab a cell phone and log in an app, to clock in.  This is nonsensical for most, but more so when the caregivers all live with the recipient of services at home.
