According to the posts below, liveins have been notated/identified already by agencies contracted within DMAS and government agencies outside of DMAS including the IRS and VA Dept. of Taxation.  It is not in the best interest of Virginia Taxpayers to have to pay twice to identify/notate liveins.  The disabled are not products for profit. Treat the disabled like human beings, and do not tax me twice to do so!
