There are times in the world where everyone turns away from a certain population.  The sacrifice for standing up for them is too great for most.  There was HItler, Mao Zedong, Idi Amin, etc...

Once again, with EVV, the stakes are becoming too high for our disabled population.  People's very lives are at stake on both ends.  Disabled lives for risk of institutionalization, and the caregivers for threats/accusations of Medicaid fraud, court, lawyers, and jail.

Open your institutions, Virginia.  You have left many no choice.  Only the very brave and offenders will be left to stand up for the disabled.
