I am a mother of a 7 year old boy with level 3 autism and developmental delay, I participate in community directed services ,waivers and epsdt, evv is a nightmare, you are subject to penalty when the app or global internet is not working, my area has poor internet service, I had to discontinue verizon and my phone service to afford cox for reliable internet ,it cost more and still the app often times isnt working appropriately, it doesn't allow for corrections or it's own errors of not being able to pick up signals via the internet, the failure to recognize that the internet global communications is not a direct landline but signals by air wave to satellite and towers is weakness. Not every locality has a tower near by and wheather and global positioning also affects the GPS tracking systems, we have had to purchase a cell phone and pay for cell phone service costing yet more money for use of data, data plans are expensive I have tried diligently to comply, I spent 4 years teaching my son his phone number just to have to disconnect it so to have reliable internet. The tracking device wants an explanation of why I'm in my bedroom and not living room picking up my nieghbors location trees clouds wheather and satellite position all affects it. When entries for hours worked are often dropped by app or not picked up. Therefore attendants are having to take responsibility for the app or some tower or ping, Eor,s are lofted out of loop to make corrections and paper work overwhelming time consuming effort over burdensome. Attendants pay not on time and or not at all. There is no privatecy and is like we are dogs with gps around our necks, a trip to the little gym is a nightmare explaining why we are not home, a trip to the doctor or anywhere, 1 minute past allowable 8 hours, is a day without pay, Forcing the disabled and handicapped to participate in this program is penalty to this population, it doesnt prevent fraud, but causes more problems for the populations and recipients of services, there is a shortage of health care workers in virginia and at the current wage in my area and constant threat and cuts of mcos in hours there isnt any job security for workers it already is tough getting help with no benefits at all , now they dont get paid on time or at all and eors have no ability to make payroll corrections monitor entries and correct entries without a long time consuming process and lots of red tape and paperwork emails etc, Surely there has to be a better way, and not cost consumer / families an arm and leg to participate, and surely it shouldn't be that a boy with autism level 3 has to learn another phone number, a good idea not well thought out by technology and technical salespeople to unsuspecting people looking to engage the community population and caregivers by force at cost they have no idea to population and caregivers. Advocacy to terminate this cares act is much needed. Protection from such things and the Rights of population and caregivers need to be preserved and advocated for. I say to you at what cost do we have to continue to be treated like second class citizens. And at what cost would you yourself like to be tracked and have yo answer for your every move, anyone can but in a entrie and anyone can still commit fraud , this is a possibility. For a few who did such a thing should we all be held accountable for thier crime, the evv is nothing more than a good talking point and with all the troubles I have experienced,  institutions are now a consideration, with mcos and constant appeals and advocating and all these mcos like optima cc put familyes thru for basic services we are tired and beaten up and loosing the community directed objective , no one cares and shifting values and objectives have caused this population more harm than good. ABUSE CAN HAPPEN ANYTIME ,A,gps tracker and a app isnt the prevention program but puts more stress on a already stressed population and its caregivers.  I understand Medicaid funds are important and the cures act is not va legislature law but surely we Virginians can push back and come up with a way to give eors more flexibility and control to get and keep things going without  overburdonsome and undue scrutiny. FREEDOM TO ADJUST SCHEDULES AND MAKE CORRECTIONS AND  WITHOUT THE HAVING TO CALL AN ATTENDANT OFF ANOTHER JOB TO DRIVE 20 MILES TO MAKE A CORRECTION THAT A PING ON A TOWER DIDNT PICK UP OR A SATTELITE DIDNT CATCH OR A  VIRUS ON A IPAD OR A INTERNET SERVICE  PROVIDER OR A BAD CLOUDY DAY DIDNT COOPERATE WORK OUT FOR ALL THE OTHER TIME FOR CARE  APPLICATIONS WOULD BE AWESOME  AND I COULD FOCUS ON MY BOY .
