This regulation does not solve any problem. There have been no shootings in VA state agency buildings, and that is because CHP holders are as a group the most law-abiding citizens in Virginia.  Indded, almost all of the mass shootings that have occurred have happened in places where the carry of firearms is banned, so this regulation actually makes state agency employees LESS safe.
