Again Political agendas are put ahead of the Will of the People, Governor and  AG you were ellected to represent the People of this Commonwealth and sure you have forgot who is your employer. Now the people is demanding  from you an expanation of this blatant overreach of authority and political payback to your campaign promoters.

You are expected to account to the people at all times and trying to hide this piece of legislation under emergency order to keep the people knowledge of it is grossly, morally and  unconstitutionaly wrong.

to the AG: Remember your the AG of the people of Virginia not the AG of the governo,r have the conviction and decency to tell the Governor this is not constitutional and violates the rights of the People. Or the People will terminate your tenure as AG as soon is possible. You and the Governor are the People's of VA employee and Virginia is an "At Will State".
