Emergency Regulation? Really?

What emergency does this regulation purport to address?  Have there been shootings in State Government offices?  Credible, eminent threats to public safety in State Government offices?  And who is the threat?  Concealed carry permit holders, who lawfully carry in the Capital without incident?  Off-duty police officers?  What can we say about a government that does not trust its own police officers to do the right thing?

This so-called emergency regulation is an overweening arrogation on the part of the Governor, who seeks by any means at his disposal to deny the people their right to keep and bear arms.  It does nothing to increase public safety.
