This regulation penalizes Virginians and puts them at greater risk.  Terrorists/criminals will ignore it.

The General Assembly has not granted the Governor such authority;  therefore, this proposal is unconstituional.

This regulations should not be approved and the emergency regulation withdrawn.

Please extended the comment period for another 30 days.
