Don't Deny Virginians Their Right to Self-Defense!
 

This proposed regulation is ill-conceived and is a thoughtless, knee-jerk reaction to the recent tragic shootings.  Rather than reducing the risks of an act of violence, it increases our vulnerability to an attack by terrorists, violent criminals or the criminally insane.  The latest shooting incident in San Bernadino made clear that the police and security forces will never be able to respond quickly enough to prevent the loss of life.

Virginia’s private citizens with a concealed handgun permit are trained in the handling and use of firearms and receive a background check by the state police.  They provide the first line of defense against an attacker.  Their potential presence will provide a significant deterrence to anyone considering a violent act.

Importantly the Governor has no authority for this regulation.  If the General Assembly wanted the Governor to have such power, they would have granted it to him explicitly, as is required constitutionally.

This regulations should not be approved and the emergency regulation withdrawn.

Please extended the comment period for another 30 days.
