I believe only the strongest regulation possible should be deemed necessary and appropriate when human lives are at stake.  I believe these regulations should be a permanent part of Virginia code to help protect against horrible incidences like the kind linked with Dr. Brigham.  Once again, can one be too careful in protecting human life?
