Dear Governor Youngkin, VA legislators,

Given the demonstrable advantages of remaining in RGGI, I urge you to please consider your opposition. RGGI has already brought economic benefits to the state, more are surely to follow. Social benefits flow from economic benefits. RGGI will help to create path dependencies across VA that will place the state front and center of the transition to a greener economy. Ostrich-style policies will only mean that VA citizens miss out and have to play catch up later.
