I am a 75 year old native taxpaying Virginian and my property borders the Shenandoah River in Clarke County.  I doubt (literally!) if there is anyone alive today that has recreationally used the Shenandoah River over the last 50 + years more than I have.  I am a lifelong catch and release fisherman.
 
Over the years I have seen many changes in the river.  ALL negative with the exception of the closing of the Avtex Plant in Front Royal.  I am a charter member of the Friends of the Shenandoah and have supported many efforts to help the river which is, of course, under tremendous pressure and trauma.
 
The waste from the poultry farms up-river (and other commercial and residential projects) is a "common sense" problem.  An obvious adverse impact on the river. The State of Virginia has to redouble it's efforts to meet the obligation you have to protect the state's rivers and streams.  I definitely support the regulation that would require poultry waste users and brokers to test their soil before such waste is applied as fertilizer.  
 
I will be anxiously waiting the results of this much needed regulation.
