My name is Amy Holstein and I live at 2133 Hallmark Drive, Gambrills, MD  21054   I'm writing because I use the Shenandoah, Rose, Rapidan and other rivers throughout Virginia for catch and release fly fishing.   I support the regulation of end users and brokers when they use poultry litter as fertilizer.  After several decades of concentrated litter use in the Shenandoah Valley and Eastern Shore we have already demonstrated convincingly the type of pollution that occurs when litter use is unregulated.  Please help improve the condition of our polluted rivers and also ensure our healthy streams remain pristine by requiring litter application setbacks from sensitive environmental features and streams, soil testing to guide application rates, application close to crop growing season, and better litter covering practices.  Thank you for considering my perspective.
