I find it amazing that the end users of the poultry litter are allowed to apply this "fertilizer" to their fields without any regulation to the amount of material they use.  The State of Virginia needs to promote responsible stewardship of our natural resources, and it seems reasonable to me to institute regulatory soil testing, application windows and litter storage requirements to prevent pollution in our rivers.
