evv causing increase in depression in the disabled in Virginia

I am hearing many people report they cannot find care providers now.  I have been following one man who has lived in Richmond, Va for many years with the support of consumer directed care.  Never before did he have such difficulty finding care.  He is a nice person and fun to be around.  This poor fellow had had to live in nursing homes before.  He is unable to hire staff now because of EVV.  He has become suicidal recently and begging his community services board case manager to find him a psychiatric treatment facility since  EVV has taken away his CDPAs.  He has never been psychiatrically hospitalized in his life.  He reported his case manager support coordinator handed him a paper with phone numbers to call for the psy needs and she stated she was working on getting him in a nursing home since he can't stay home now.  She doesn't seem to understand the situation of EVV is causing his depression.  He would rather not live if he just has to wait to die in a nursing home.
