We are humans, not robots.  We are all different with needs that don't match a clock.  What if caretakers are taking their clients to movies, video games, amusement parks, or spending time caring for them and it requires them to stay a couple of minutes late and they forget to clock out?  They put in the extra time and never expect to get paid.  It's what caregivers do.  Now, they have to confront the clock instead of caring about another human being.
