If care providers have even a second of overlap on their times or one goes over 40 hours, the care provider's pay is stalled. Calling in to deal with these issues involves long wait times. You don't get a live person, you are instructed to leave a message (you can only hope you get a return call). We never go the free phone. I do not believe the system results in savings. The administration costs far more in terms of the fiscal agent's and service facilitator's time and systems than it could ever save in fraud, waste, and abuse. The state is not paying near what it would cost to staff attendants seamlessly. I guess it is cheaper for participants to be dead or parents to go to an early grave or both.
