Energy Plan - Energy Use Reduction Metrics
 

This comment on the Virginia Energy Plan is specifically related to the goal of a 10% reduction in energy consumption by 2020.  It is not at all clear in the current plan what metric is being used to measure the baseline and progress toward the goal.  Please ensure in the plan update that the metrics are clearly defined as far as which energy sources are being measured (our understanding is electricity only), what units will be used, and what the baseline will be.  Additionally, it does not appear that there is currently a way to normalize the metrics for growth.  A 10% reduction in energy use statewide is not likely in a growing economy.  A metric that measures energy use intensity would account for growth.  Energy use intensity metrics might include energy use per capita, or energy use per building area.  your comments here.
