This smells like a bad idea.

I am not a soil scientist.  I am not adequately trained to safely install a system to treat potentially hazardous waste.  As such, I am not inherently qualified to say much of anything about this.  Which is why I want people who really, really do, out in the field working with these systems.  It is alright if it costs a little more, so long as the systems work.  Every time.
