Without proper regulations at abortion clinics women will suffer even more than they do.  If the governor decides to amend the regulations put in place by the Dept. of Health, it would assure the women and general population of VA that he indeed has no conscience when it comes to women and their health.  It would only validate his adherence to the notion that abortion at all costs and for any reason directs his decisions.  Concern for public safety then becomes a non-issue.  Gone are the days when one rules with a moral concern.
