While CACREP is a good standard among counseling accrediting bodies, there is no empirical evidence demonstrating that counselors graduating from those programs have better outcomes than those from other good standards.  Thus I think it is a  huge disservice to limit otherwise qualified practitioners, particularly as it reduces much needed access to professional counseling services (even recent efforts for counseling within the military is shifting away from a CACREP only standard).
