As you know, transgender young people are at greater risk for depression and suicide than their peers because of increased experiences of bullying, rejection, and discrimination.
To confront this public health crisis, we must work together to combat stigma, advance caring policies and practices, and work to increase access to support for every single student.
The impact on our youth is clear and dire. 
Fortunately, local schools and athletic associations have already been successfully managing programs that balance fairness with inclusion for years.  I urge you to listen to experts in the field before creating any mandate that will harm vulnerable young people and help no one.
I am sure you agree that our public health systems should not perpetuate fear, ignorance, and rejection.
