It is still beyond my logical thinking that you as one man, a Governor, has the right to undo what an entire legislature put in place.  I am deeply concerned with the inclinations you are expressing and worried about the precedence your actions  set. 

Your proposed action not only hurts progress on climate change but also deprives funding to help the most financially disabled to make progress along side the more fortunate Virginians.  I see nothing to indicate that the Virginia budget will make whole in its entirety the funding Virginia has benefited from by being in RGGI.  

For the sake of all Virginians, DO NOT withdraw from RGGI.
