Gov. Youngkin's decision to withdraw Virginia from RGGI is against the law and threatens to undo the very significant benefits the agreement has achieved since Virginia joined in 2020. Walking away from RGGI's historic greenhouse gas emission reductions and the $5.7 billion generated for public health benefits is a foolish political decision that the courts must overturn as soon as possible.
