RGGI has solid purpose in promoting environmental responsibility. Reducing carbon emissions is paramount in the effort to reduce effects of climate change. Virginia’s participation in RGGI came by way of action by the elected state assembly. Virginia stands to make environmental progress using the RGGI tool. Virginia stepping away from RGGI would be moving backward.
