Over $452 Million Dollars in carbon offsets from RGGI have benefited the residents of the state of Virginia. This funding for flood prevention remediation is critical not only to the Hampton Roads area, but other parts of the state as well. The decision to join RGGI came via the lawful vote of a state assembly elected by the residents of VA.  An Air Control Board should not be allowed to disregard the will of the people. Governor Younkins is wrong!!!
