I am writing to express my support for the Regional Greenhouse Gas Initiative (RGGI) and to oppose Governor Youngkin's proposal to withdraw Virginia from the RGGI. This initiative is an important strategy in our fight against climate change. It is also legally questionable whether the governor can withdraw Virginia without an act of the legislature.
