This is an urgent request to the Virginia Air Quality Board and to the Governor to withdraw Virginia from RGGI.  It is an unaffordable carbon tax for Virginia.  It is costing Virginia over 800 million dollars in two years, most of which is paid by Dominion Energy customers.  It has not reduced Virginia or the worlds carbon atmosphere.  Further, RGGI makes Virginia economically non-competitive with neighboring states that have no such tax.
